[CoalescePass] Add while loop support in common

In #4290, Intel coalesce pass is enhanced to support while loop, this enhancement should not be backend specific. This issue is to track adding while loop support in lib/Dialect/TritonGPU/Transforms/Coalesce.cpp, and upstreaming the change.
