Do we have primary vs preliminary defined anywhere? I'm not super familiar with this domain and curious what the differences are.

Additional details
A previous attempt to modernize cloud API requests introduced a bug in how requests are made to the Cloud API under certain proxy contexts. This adds a system test to verify the behavior of the cloud API client when recording under a few different scenarios when proxies are configured.
