Purpose of change
Now that dimensions are a thing, we don't need the portal storm to be built in the sky anymore. We can put it in another dimension and greatly expand it.
Describe the solution
Asking to go halfway now sends you to the portal storm dungeon dimension, a dimly-lit maze of corridors and paths, split by vast bottomless chasms leading down into darkness. You can find strange objects here and bring them back with you, if you can survive the odd beings (are they beings?) that also seem to dwell here.
Rather than cycles through, put an effect on the survivor that automatically increments in intensity that tracks how long they stay in the dungeon. If they stay too long, start spawning more monsters around them.
