Define a Recover operation as a hook where a fast resume operation could be added at a later point. This is mostly just to capture code while experimenting with fast resume that can already been merged.

This should have no effect on functionality - but ran a BVT 232224 (Dev Run) to be sure.

Just in my opinion, this commit is simple and has no substantial changes. I'd prefer it goes with the real fast resume PR or into a feature branch.

We are losing too much knowledge in feature branches that never go anywhere, hence I'd like to merge code that works and leaves hints where to hook into the existing mechanics.
