Project Abstract

The Capella Project began when Xode Blockchain developers were invited by the Philippine Senate to explore how blockchain could address corruption, opaque processes, and low citizen participation. In response, the team created Capella, a community-driven blockchain that offers transparent, tamper-proof access to public records and government actions, aligning with the Senate’s developing framework for decentralized governance.

Capella also showcases how Substrate, Polkadot, and the broader Polkadot ecosystem can serve real government use cases by delivering modularity, scalability, interoperability, and secure on-chain auditability. As a live demonstration of these technologies in the public sector, Capella strengthens accountability through immutable records, real-time visibility, and verifiable government actions, positioning decentralized infrastructure as the foundation for next-generation digital governance in the Philippines.

Grant level

  • Level 1: Up to $10,000, 2 approvals
  • Level 2: Up to $30,000, 3 approvals
  • Level 3: Unlimited, 5 approvals (for >$100k: Web3 Foundation Council approval)

Application Checklist

  • The application template has been copied and aptly renamed (project_name.md).

@hgminerva thanks for the grant application. Please note that your grant application don't comply with our application template in some topics. Can you double-check and adjust it? Furthermore, the project mention the launch of a parachain. This parachain would plan to launch your own token or use DOT token? Do you have some explicit memory of understanding (MoU) or agreement with any government to develop this project? Can you revise our new guidelines for grants and explain how your project aligns with it?

  • Payment details format: needs separate DOT address + USDC AssetHub address (with currency) (currently one address “DOT/USDC”).
  • Project overview extras: missing tagline and missing explicit “RFP/follow-up?” first-line note.
  • Ecosystem Fit completeness: missing explicit target audience, similar projects + differentiation (Polkadot + other ecosystems), and stronger “evidence” links.
  • Scope clarity: missing “what we will NOT provide”.
  • Development status evidence: missing repo links / prior work docs.
    Roadmap requirements:
  • Missing the mandatory 0a License / 0b Docs / 0c Tests+Guide / 0d Docker per milestone (and 0e Article at least for the last milestone).
    DOT% is 40%, but template expects ≥ 50% DOT.
  • Additional Information section: missing “How did you hear about the Grants Program?” and related bullets.
    Future Plans: has one direction (CBDC/remittance) but missing explicit maintenance funding + short-term adoption/promotion plan.

Hi @hgminerva thanks for making the changes. However, I'm still seeing the DOT percentage listed as 40% DOT %: 40% (Locked and Polkadot Ecosystem Parachain Fees) are you willing to up this to 50%?

Additionally, we don't pay for marketing & branding efforts, therefore M1 is essentially out of scope of the grants program. Could you remove this milestone and lower the cost accordingly? Thanks.
