Add a new configuration section. This is a dictionary that maps from the external full link to the internal relative link. That will get added to a repo's configuration when a doc repo is built for the hub.
Add a new function that looks at all of the
atags on a page, trying to match against a mapping link and, if found, replacing it with the local link & removing the trailing.html
