Dependencies:
Instagram restoration requires #2069 to be merged alongside. Picuki is only problematic after being rate limited, at which point this sister PR will suppress any false positives. Prior to rate limiting, this is a valuable probe to keep.
Untapped also requires this PR (same reason).
