Bump Splat package to 19.1.1 in central package management. Update Fusillade.Tests project to suppress additional code analysis warnings and clean up PropertyGroup usage. Mark a test as ignored pending Akavache update and simplify conditional code. Adjust Fusillade project to use OS-based PropertyGroup for CodeAnalysisRuleSet.

Bump Splat package to 19.2.1 in central package management. Remove unused <CodeAnalysisRuleSet /> entries from Fusillade and test project files. Use target-typed new expression for AsyncSubject instantiation in InflightRequest.cs for cleaner code.
