As Electron isn't packaged in Debian/Ubuntu, getting Pulsar into Debian/Ubuntu repositories officially is not feasible at the moment. The next best thing would be to have a Snap, so I started working on it.

This PR is marked work-in-progress and not intended to be merged yet, but I decided to publish the draft already now so people can commend / share feedback on where this is going.

A draft of the presentation page is visible at https://snapcraft.io/pulsar-edit but as the app hasn't been published yet, it can be found only with direct link.

Current revision 1 is available in channel latest/edge which is less stable than beta:

On a system with Snapcraft installed, this can be built by checking out the branch and running snapcraft pack --verbose.

Extend the custom wrapper by Pulsar for Electron builds to have the option
'--dir' that builds the Electron app, but leaves in unpacked so that the
next step in the build can do the packing.
