How Has This Been Tested?

no testing

@moulalis I'm unable to see the new repos in https://quay.io/organization/opendatahub, for example https://quay.io/opendatahub/odh-workbench-jupyter-minimal-cpu-py311-ubi9-n gives me 403.

Merge criteria:

  • The commits are squashed in a cohesive manner and have meaningful messages.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
  • The developer has manually tested the changes and verified that the changes work

FWI: We have a new set of registries for py312 under opendatahub org (filter out by py 312 or 311 version here)

NOTE: the registry name does not include the -n thats why the ci is failing. Need to be updated from the params-latest.env itself

@jiridanek I've made some corrections, rebased the branch, and added the new Python 3.12 references. When you get a chance, please take a look.
Once that's merged, I'd like to try running the onboarder to create pipelines for Python 3.12 as well. If that doesn't work, we can proceed with manual setup.

@moulalis Could you also create registries for RStudio? In upstream, we prebuild these images.
