Clean up from resolved rasterio/gdal compatibility issues.

Reason for this pull request

1. Bump rasterio pin to 1.4.4+
2. Remove workarounds form commit 754c0cf
3. Also added deprecat to conda-environment.yml because it was missing.

as discussed on Discord.

Can do this now because the rio_slurp bugfix is merged and docker base image is now gdal 3.12.

• Pull Request Title will make sense in ODC Release Notes
