This PR completely removes the error-deltas watchdog workflow, which was responsible for monitoring and alerting when typescript-error-deltas pipeline issues (NewErrors and ServerErrors for TypeScript/JavaScript) haven't been created within a 7-day window.
- Removal of the entire error-deltas-watchdog.yaml workflow file
