Data Annotation

This is the tracking issue for Data Annotation with Harmonizer or any other annotation tools.

It looks like Schema Automator has something that looks a bit like reaching out to annotation tools but it's deprecated -- just something to look at if we're interested. This could be an opportunity to use harmonizer in a new way to replace this functionality.

INCLUDE currently uses harmonizer to annotate data in certain columns and to provide that information to a curator for evaluation.

We have now completed the initial goals for the Data Annotation area and this tracking ticket can be considered complete.
