What this PR does / why we need it:
This PR refactors TLS handling in the HTTP RoundTripper used by the conformance tests. In particular, it removes unnecessary creation and presentation of a faulty client certificate. This change prepares the test machinery for adding conformance tests for client certificate validation (GEP-91).
