Introduce max_active_runs support end-to-end: compile semaphore settings, propagate pipeline version metadata, and upsert parallelism ConfigMap entries so Argo enforces per-version run limits. Expand/adjust backend, SDK, and test coverage and include temporary debug logging to diagnose semaphore issues in E2E parallelism tests.
