We shouldn't assume that UMF will only use this flag if UMF_DISABLE_HWLOC is set to OFF.

Note that I believe the intent is to make hwloc mandatory, see: oneapi-src/unified-memory-framework#1228

That's correct. The plan is to remove the UMF_DISABLE_HWLOC flag in the upcoming release (should happen no later than the first half of July).
