Fixes #81

Important TODO

Uncomment the code in this PR after Issue Create Table: soc_detailed #73 is merged, as Issue Create Table: user_employment_history #81 introduces a foreign key dependency on it. (Refer to the issue for the line numbers)

What changes did you make?

Added new soc_detailed model
Implemented new API endpoint
Added unit tests for the model and API

Why did you make the changes (we will use this info to test)?

To implement the schema defined in Issue Create Table: user_employment_history #81
