I noticed issue #6213 was causing build blockers for ARM users.
Since @rezaghazeli identified the root causes (missing
setuptoolsin Py3.12 and broken Protobuf URL) but couldn't finalize the PR, I packaged these fixes to unblock the build process.Changes:
PROTOC_VERSIONto28.3(fixing the 404 download error).pip install ... setuptoolsto support Python 3.12 environments.Closes #6213
