Fixes #13

  • Adds a cli argument flashblocks.enabled to enable Flashblocks
  • Update the socket arg to flashblocks.addr
  • Added a small test for cli parsing

Do we want all the other cli args under FlashtestationsArgs to require flashtestations_enabled=true?
