Add comprehensive error code reference to the Workers VPC troubleshooting page, organized by category (Service Unreachable, Configuration Error, Internal Error). Each error code includes a description and recommended fix. Restructure existing Tunnel errors into their own section.

Style guide: use "Refer to" instead of "See" when directing readers to content. In this context "See" is used as an imperative verb describing the UI feature ("view" or "see" connections), which is acceptable — disregard if intentional.
