This PR adds a set of oracle predictors to the repo, which can be used to validate the correctness of Evaluators or metrics. These predictors data-peek at the actual values, allowing testing that an evaluator or metric is properly reporting an optimum.
This is largely meant to be a testing or research tool, by providing a Predictor class that will provide a known-optimal solution.
