Which issue does this PR close?

Closes #1783

Rationale for this change

Trying to reduce CI time on each PR.

What changes are included in this PR?

  • Fix bug where we were running some Apple Silicon Spark 3.4 workflows twice
  • Skip testing Spark 3.4 with Java 11 and Scala 2.12 on PRs (but can still be run manually)

How are these changes tested?
