Updates the release template to use the new npm release v2 action, which relies on the GitHub bot instead of a personal PAT.

Are we doing it for all JS sdks: node, react, vue, svelte?

Yeah, I'll at least add it to the front end ones as I go along now. it doesn't change how the release process works, though, so there's no rush to get it done. Also requires updating branch protection to rulesets, so it might be a little fiddly.
