Why did we need this? (what does this change enable us to do)
This enables faster decongestion on the 7-series arch.
What did it change?
This adds a base cost computation method where the base cost length scaling is limited to the range 1 to 4, rather than unbounded.
Should it be merged upstream - if not, when can we delete it?
PR is open upstream: verilog-to-routing#1052
What is needed to get this merged / deleted?
- is the implementation work to make suitable for merging / deletion completed?
- Is there an associated test?
- is this currently part of the Conda package?
- is this properly cleaned up in our local repositories?
