Conformance test CLI?

A new mechanism for testing Zarr implementations was discussed at the Rome summit and is now being pushed forward by @Bisaloo. The first question is whether the required CLI should be in this repository or in an external repository.

Thoughts welcome.

If this doesn't complexify your project structure too much, I would probably recommend having it in this repository so you can more easily plug it into your continuous integration.

If you opt for an external repository, it's more convoluted to have anything more than a schedule-based workflow.
