Maintain meeting minutes

The meeting minutes linked in the repo haven't been maintained the last few meetings. This makes it hard for those of us who aren't on these meetings to stay up to date with the spec. These minutes should either be maintained, or the link in the repo should be updated if minutes are now hosted somewhere else. Thanks!
