*-pc-windows-gnullvm target #373
Description
It seems *-windows-gnu target is not actively maintained. It won't be very soon for x86_64-pc-windows-gnu to get demoted, but probably I should prepare for the risk.
The
*-windows-gnutargets currently do not have any dedicated target maintainers.
If no maintainers are found and the
*-windows-gnutargets continue causing problems, they may be demoted further.

On the other hand, *-pc-windows-gnullvm target has the maintainers. Considering Rust itself relies on LLVM, I feel ...-gnullvm target will be better than ...-gnu target at some point. Even if we cannot use it on CRAN, probably this is worth considering.
