Add Ability to Highlight Text of Comments Without Editing the Comment

Expected behavior

Like the iOS app, users should be able to highlight text within comments without having to enter the edit screen for that comment.

Actual behavior

You can't highlight text in a comment without entering the edit screen for that comment.

Steps to reproduce the behavior

1. Navigate to My Site > Comments.
2. Select a comment from the list.
3. Attempt to highlight text in the comment.

Tested on Pixel 3, Android 12, WPAndroid 19.2-rc-3

I assume the intent here would be highlighting some text from a comment in order to copy it (for instance to quote someone) - is that correct?

I took a look and it seems this is the case in Reader as well as for comments in Notifications.
@develric could this be related to the recent work unifying comments presentation?
@khaykov if you can take a look too, that would be great, to see if the new Comment editor work could effect this.

That's right!

I've also updated this to add the ticket as well. Not sure how I missed adding that.
