Spec is actively being filled out, with intents to prototype published for Chromium and Firefox. Most updates were made in the past few days and the spec status still says it is an Unofficial Proposal Draft, so I suggest waiting a bit until the content settles in and the status gets updated.

local-network-access is now a plausible link target for web-platform-dx/web-features#3215. It'd be nice to see this added now. Thank you!
