Docker-compose command updated for CONTRIBUTIN.md

Issue:
The CONTRIBUTING.md file references old Docker Compose commands that no longer match the recommended or supported syntax. The documentation still uses docker-compose instead of the updated docker compose command, and some examples may not work as expected in newer Docker versions. This issue is to update the instructions to the correct and current Docker Compose syntax.
