Migration issues after update to 8.2.4 #355

Hi,
I'm having an error after update to latest version.
There is an error regarding LocalizationResources table where it has duplicate ResourceKeys. The duplicates have FromCode Parameter either 0 or 1 so I'm assuming the issue is with resources added in Optimizely admin panel.
Removing the FromCode = 1 duplicates from the databes helps but is it the correct solution?
