Clean up primary mode choice model

• move all of the persons_CHTS_format code into either datasources.py (loading and defining a new table) or variables.py (adding all the extra columns to the main persons tables).
• refactor m.run() such that m.out_tables is the main persons table rather than the persons_CHTS_format intermediate table.
