Program change Encoder

As i've look at every part of the documentation, ask to Chatgpt and Gemini, i've not found any answer to my request: make a program changer with an encoder and a leonardo.

I've built a control surface to manage all synth plugin with any DAW or standalone, with no problems.

But at this time, i'm totally blocked. I can not see the scheme to write my little code
