hook to check that tenv/tofu installed

Has anyone considered adding a hook to check that tofu is installed? Or that tenv is installed and use that to install tofu? Yes, tofu is a prereq, but when one has a couple hundred devs to try to coerce into making tf config PRs, I'd like to automate as many guardrails for them as possible.

It's a good idea to add this hook. I'm not sure that I'll have time for that in the near future, but we must do it.
