Add management API

As it turns out, someone has already made an example for this! https://github.com/sigmaSd/jsr-stats (like i said, the real docs doesn't really explain about api.jsr.io)

While on our library only fetches the meta from jsr.io, this can fetch to anything including the runtime compat!

So.. we're working on this migration starting from 12 may, stay tuned! (Maybe we're release this as 1.0.0 since it was a huge breaking change)

Quick info: as i researched again, it has some ratelimits for the api.jsr.io, ill try to make a separate api to keep up with this
