Show built-in roles

There is no indication in the Roles UI that built-in roles exist, and no easy way to inspect e.g. which permissions the user role grants.

Instead, we should show the built-in roles in a read-only fashion.

I don't think the format is critical, as long as the roles are listed and the permissions are visible. I envision the column of labeled radio buttons being replaced by their text values, e.g. "On" or "Off".
