Remove commons-logging exclusion #4870

As of Spring 7 and the upgrade to Apache Commons Logging, spring-jcl has been removed in favor of Apache Commons Logging. We need to remove our exclusion to accept the transitive dependency, see also spring-projects/spring-framework#32459
