license file is not in distribution

For the application that i work on, we collect licenses for all of the components we include, and for most Python packages, our scripting can automatically identify the license file in the installed package's directory and copy it. There is no license file included in the sphinx-argparse package though, so that adds extra manual work.

The same is true for many (or all) of the sphinxcontrib packages. There doesn't seem to be a way to submit issues for those.
