[FEATURE] Send notification to administrator if encryption key is not retreived yet. #247
Description
Describe the feature:
Send email notification to an administrator if the encryption key is not retrieved yet (when if trasa server is restarted)
Describe why this feature is needed:
This will alert the admin to decrypt tsxvault as soon as possible.
