Apply for being a translateor member of simplified Chinese

1. I have translated all ruby news (about 40) to simplified Chinese since 2021. PRs
2. Some PRs (Translate Ruby 3.4.0 3.4.1 released(zh_cn) #3451, Translate Ruby 3.3.7 released(zh_cn) #3476) haven't been approved, and one of it (Translate Ruby 3.4.0 3.4.1 released(zh_cn) #3451) is more than a month.
