Description
Opening Rubberduck causes Excel windows (and only Excel windows) to lag severely behind when being dragged with the cursor.

To Reproduce

1. Open Excel;
2. Drag/resize the Excel window - it moves fluently;
3. Open VBA from the Developer tab (Rubberduck starts);
4. Drag/resize any window other than Excel, including the VBA window - it moves fluently;
5. Drag/resize the Excel window - it lags behind;
6. Close VBA
7. Drag/resize the Excel window - it lags behind;
8. Restart Excel - it is fixed.

Expected behavior
I expected the Excel window to behave like every other open window.

I suspect it's something to do with WM bombarding a COM subclass somewhere, which could be the auto completion hooks... or the hotkeys. If it's auto completion, turning it off via Rubberduck settings would completely disable the hooks, and the lag would stop.

If auto completion is off and it's the hotkey hooks, I'm not sure there's a fix for this that doesn't involve outright nuking the hotkeys (they've been flakey at best). Try using Win+Arrow keys (a very useful Windows shortcut!) to move/resize windows instead of dragging them around; it would be that dragging stuff sends dozens upon dozens of Window Messages that are getting backlogged for some reason. Hotkey hooks need to listen for when the VBIDE window loses focus, to disengage the hooks, and reengage them when the VBIDE gets focused again - sometimes this doesn't work exactly like it should and hotkeys stop working until focus is toggled between another window and the VBIDE.

If it's something else, I'm not sure what it could be.

Same behaviour after disabling both autocompleting and hotkeys from Rubberduck settings :(

Win+arrow keys is a nice workaround which I will use, but I wish the issue did not exist.
