magicbot: provide mechanism to run commands

This comes up every once in awhile (https://www.chiefdelphi.com/t/path-planner-with-magicbot/473424), and there are definitely things that commands is good at that are challenging to do in magicbot. I'm not really sure the right way to do the integration, but certainly seems like it should be doable.
