Switching Applications doesn't update MenuBar

Describe the bug
When switching applications using the Application Switcher Bar, the App Menu Bar does not update, resulting in an empty menu.

To Reproduce
Steps to reproduce the behavior:

1. Open the Demo App.
2. Click on the Desktop.
3. Click on Demo in the Application Switcher Menu.
4. The App Menu is blank.

Expected behavior
The app menu specified for the default window should be used when switching applications. When a window doesn't have an app menu, the Application's app menu should be used.
