[TRACKER] Binary Size Analysis

Currently, cuVS wheel size is ~917 MB and some things that we can try out to reduce the binary size are:

1. Drop one of uint8 or int8
   These can be interchangeably used with normalization and we might be able to get significant savings.

2. Template parameter explosion
   While RBC is not part of cuVS yet, this PR aims to bring it over from RAFT at a high cost of 78 MB. We need to explore reduction in template types and this will help cuML bring its binary size down as well.

Wrt #921, #927 reduced the size of libcuvs.so from 1403 MB to 1375 MB.

#925 reduced the wheel size of libcuvs from 914 MB to 892.3 MB.

#1018 reduced the binary size of libcuvs by 4.21 MB.
