We're seeing this with the Redis devservices tests, but assume it applies elsewhere, too.

This reproduces on 3.21, so it isn't related to the test classloading work or to the dev services lifecycle changes.

I've popped this into WG #49 for now, but we may wish to move it out for scope reasons.
