Sorry for the late reply, I've been taking a break from dealing with maintaining this project to deal with some other more fun side projects.

The only straightforward fix I can provide for you is to try running the program as administrator by launching command prompt with admin privileges, though in the screenshot you provided it seems that you've already done this? Windows is a mess, especially with program permissions so it's hard to diagnose such issues.

Please help I am getting similar error on macOS 15.1 (PermissionError: [Errno 13] Permission denied: '/Applications/Google Chrome.app')

All permission error messages stem from bad permissions on the directory, which probably means that you need admin permissions to run it. There is really nothing I can do since I'm not familiar with MacOS permissions, you can try googling around, sorry.
