New pytest plugin for managing environment variables (pytest-envx)

pytest-envx is a pytest plugin that simplifies working with environment variables.
plugin features:

• interpolation support
• loading .env files and override them (optional)

pytest-env has no interpolation feature, even though it is written in the README file, it is not actually implemented in python code. My library will allow you to store variables in .env files and interpolate them, rather than duplicating code by throwing variables in a static path.

Motivation:
I need to specify the environment variables associated with the base in Docker for deployment and at the same time throw them into pytest. Without this plugin, I would have to statically define these variables, duplicating code,
With the plugin, I can specify the variables in one place and then reuse them

my ask here is why create a new plugin instead of fixing the existing one, now wed have 2 plugins under pytet-dev

It was my understanding that they have some overlap, but offer a different set of functionalities.

Several decisions were made that don't match the current pytest-env implementation, so, I decided to make my own plugin rather than make a huge pull request that would, in fact, change 90% of the code

Pytest env has transforms

Its missing dependencies for correlated replacement of the env var set

Is prefer expanding the existing plugin over adding multiple ones with large overlap
