Shield Boosters missing "Change Module Skills"

Shield Boosters are affected by Shield Compensation. Pyfa is appropriately calculating the skill, but the skill does not appear in the affected by column, nor is it able to be changed from the "Change Module Skills" right click menu as that menu is not present.
