[Feature] Update to Blockly 11.0 #1572

After the upcoming release, we should update to Blockly 11.
Describe the solution you'd like
First release the current beta as stable, with the new comment/system blocks.
I think we can keep various minor issues like layout fixes open for now, since some might have been fixed upstream.
Once we do that, google/blockly#7478 needs to be rebased on to Blockly 11 and open a new PR, now with all the mocha tests properly submitted.
