conda install numpy won't finish forever

No matter how many hours I wait, it stops as described above.

Hi @rsuwa ,
Are you building this Docker image locally or using a build service?
Although the the conda install operation can take some time, it will complete unless interrupted by the system for example, due to a time limit by the build system.

I have the same problem when building the Docker image locally. I tried twice, it always got stuck in here:
